Jeff leads Red Team Consulting’s business consulting operations and provides oversight to the company’s consultants and clients. He has worked in proposals, capture, and business development for more than 30 years, supporting efforts for a variety of government agencies, including DoD and Civilian agencies. He has provided direct proposal support as a writer, editor, proposal manager, capture manager, and orals coach and has run proposal departments for small, medium, and large companies including Stanley Associates, GDIT, Engility, IRG, Macro Solutions, and Vectrus. Jeff has developed and delivered training on various BD, capture, and proposal topics over the past 15 years; been an APMP member since 2008; and presented at APMP Bid and Proposal Conferences several times over the past 13 years.

Rachel manages all things business development at Red Team. As a strategic thinker and relationship builder, Rachel is passionate about delivering solutions that transform businesses. She holds a B.A. in Communication Studies from the University of Maryland. With three years of experience in Business Development and over 10 years in customer service, she understands the importance of hard work and effective communication. Rachel currently sits on the AFCEA Women in NOVA board as the Communications Co-Chair and volunteers with the University of Maryland Alumni Association.
