Who We Are

Evoke Consulting is hiring an experienced Proposal Leader to join our expanding growth team. As Evoke’s Proposal Leader, you will own overall responsibility for delivery of compelling solutions that result in contract awards from Federal customers. Responsibilities include working with members of the Business Development, Service Delivery, Finance and Accounting and Contracts teams to develop winning, innovative proposals including responses to RFIs/RFQs/RFPs, oral presentations, demonstrations, unsolicited proposals and white papers.

Our ideal candidate possesses demonstrated federal government proposal management experience, technical writing expertise, and Shipley-inspired process leadership necessary to effectively support a high growth business. The Proposal Leader should bring an industry background that enables you to lead development of win themes and technical discriminators for inclusion into proposals; the ability to facilitate solutioning and pre-RFP meetings with executive-level stakeholders, a contracts background that enables smooth interaction with contracts/legal, as well as a management consulting background that enables you to collaborate with Subject-Matter Expert leaders from Service Delivery. You should also have a demonstrated ability to interact thoughtfully with partners, think strategically about the mission and challenges, and build and convey compelling value propositions in a written context. You should be familiar with Federal acquisition guidelines, have a track record of supporting Federal Consulting Services pursuits that resulted in contract awards.

What You'll Do

  • Drive the proposal process to meet milestones according to Evoke’s Shipley-inspired processes
  • Develop schedules, facilitate meetings, guide/participate in technical writing, ensuring compliant and compelling proposals
  • Engage with Business Development/Capture Managers, Delivery SMEs, and partners to craft proposal strategy and develop compelling and winning messaging to show the strengths and discriminators of our service offerings
  • Ensure proposal submissions are compliant with applicable RFPs, engage compelling stories of our solutions, and integrate win themes
  • Review solicitation requirements and recommend response strategy
  • Lead proposal section as needed including technical, management, past performance, etc.
  • Maintain SharePoint proposal library and updated content repository
  • Represent Evoke’s standards and 5 truths through interactions with partners and government stakeholders

What You'll Need

  • 5+ years of experience managing all phases and components of Federal Government proposals
  • Experience writing professional services, management consulting, PMO and technology-centric proposal
  • Desire to succeed in a fast-paced and rapidly evolving business organization with the ability/ willingness to work extended hours to meet dynamically changing needs and delivery schedules
  • Knowledge of Federal acquisition and procurement processes, standard solicitation instructions, and proposal development methodologies
  • Proficiency in SharePoint, TEAMS and other collaboration technologies
  • Excellent writer and editor with knowledge of Chicago, AP, and GPO styles
  • Strong Microsoft Word skills (including templates, styles, macros) and desktop publishing

Additional Qualifications

  • Bachelor’s Degree preferred
  • Advanced, adaptive writing skills with a strong orientation towards clarity, completeness, and compliance
  • Capacity to manage multiple, complex proposals simultaneously
  • Excellent verbal and written communication skills, with the ability to give and receive candid feedback in an open, results-oriented environment
  • Ability to independently resolve issues and promptly escalate larger issues
  • Professional training or certification in proposal development (APMP, Shipley, etc.)
  • Experience in federal proposal development within federal in small- to mid-sized organizations
